Successes

Since its inception, FLiCRA has been responsible for and participated in many legislative efforts that benefit CCRC residents. Several of the issues that FLiCRA has worked on have resulted in not only protection for residents but also significant cost savings to residents. Here are a few examples of Florida laws passed or proposals defeated due, in part or whole, to the efforts of FLiCRA that resulted in cost savings to CCRC residents:

  • Defeated proposal by Department of Revenue to charge sales tax - retroactively for five years - on resident meals in CCRCs. Result: an average cost savings of $150 per resident per year.
  • Supported defeat of Bell South proposal to put a charge on local telephone calls.
  • Defeated proposed daily tax of $1.50 per nursing bed in CCRCs.
  • Secured "homestead exemption" benefits for residents of for-profit and leased not-for-profit CCRCs. Result: Based on local millage rates, an average savings of $600 per year for each residential apartment.
FLiCRA also developed the "Bill of Rights" for CCRC residents that serve as basic rights for all continuing care residents in Florida (Florida Statutes, Chapter 651.083 Residents' rights).

Some other recent accomplishments by FLiCRA include:
  • NaCCRA working with AAHSA was able to get congress to pass legislation to kill the tax on imputed interest
  • Secured right of qualified residents to have prescription drugs provided through retirement programs repackaged for use in the health/nursing center. Residents with retirement prescription programs can now use their plans in health and nursing centers within their communities.
  • Supported legislation that would require geriatric medical training for physicians in Florida medical schools. Florida State University, located in Tallahassee, is in the process of developing a 4 year medical program in which geriatric medical training will be the focus of study.
  • Supported legislation requiring background checks on prospective employees in nursing facilities and long-term care communities. All employees working in Florida nursing homes must now have background checks performed prior to employment.
